Museums in Korea should advance to the next stage with particular focus on how to effectively utilize museums in different regions and build policies towards addressing needs on the demand side. Core areas that need to be studied are legal framework of museums, incorporation and acknowledgement of public value of private museums, ideas to support them accordingly, effective preservation of collections as part of the effort to preserve cultural resources and legalization and operation of museum manpower such as curators.

Integrating legal framework and policy framework of museums and galleries is one of the priorities. At present, museums are registered and labeled but exclusive use of museum names deserves further review. The degree of public responsibilities upon national/public museums and private museums should be differentiated and administrative authorities in charge of building and running museum policies should be subject to greater public responsibilities. Also, stricter legal regulations on museum networks for further cooperation are needed.

User perspective towards improving access to museums should be taken into consideration when improving legal system and an idea to divide museums into general ones and specialized ones based on collection type should be reviewed. In addition, a support system to specify character and operation of museums need to be reformed and professional directors should be appointed. A clause on recruitment of professional directors, employees others than curators and supervision of volunteers is needed.

Efforts to integrate museums and galleries, provide a more effective service and establish a system to classify research on museum collections, manage and maintain them are of greater importance.

The role of museums and management of future-oriented responsibilities based on voluntary regulation led by Korean Museum Association should be reviewed from square one.

Manpower in museums should be divided by specialty into curators, of which its job is recognized globally, collection managers, educators, preservation/restoration specialists and exhibition designers.

Recruitment of specialized manpower, which is far from optimal in areas farther away from Seoul, and proper operation of museums is a matter of urgency. Museums at national and private universities should exhibit collections, set plans, conduct studies and provide training in view of the system as a whole. Incorporation of private museums and university museums should be reviewed,too.

A way to more effectively donate to the central or local governments and museum operation under governance system should be studied, too. A more structured way to recruit professional directors, employees other than curators and to supervise volunteersis necessary.

우리나라의 박물관 발전이 이제는 질적 단계로 넘어가야 한다. 각 지역의 박물관의 효과적인 활용과 수요자 중심의 정책적 지향점을 모색하여야 한다. 박물관 법체계와 내용, 사립박물관 법인화 내지 공공성의 인정과 그에 따른 지원방안의 모색, 문화자원의 보존활용 차원에서 소장품의 효과적인 보존 관리 운영, 학예사를 비롯한 박물관 인력의 배치 운영의 법정화 및 운영방안을 중점 검토한다.

박물관 미술관의 법체계와 정책추진체계의 일원화 과제가 있다. 현재는 등록박물관 표시제를 취하고있지만 박물관 명칭의 배타적 사용에 관하여도 적극 검토가 필요하다. 국·공립 박물관과 사립 박물관각각에 대한 공적 책임의 수준을 차등화하고, 박물관 시책 행정기관의 공공적 책임을 강화해야 하며박물관 협력망 체제에 관한 법적 규정이 강화되어야 할 것이다.

법제도의 정비를 박물관 접근성을 향상하도록 이용자 중심의 관점을 명시토록 한다. 설립목적 및 박물관 기능, 그리고 소장품의 유형에 따라 종합박물관과 전문박물관으로 구분하는 것이 검토되어야 한다.

전체적인 박물관 성격규정과 운영 및 지원체계를 새롭게 정비할 필요가 있다. 전문 관장의 임명이 필요하다. 전문 관장, 학예사 외 직원의 채용, 박물관 자원봉사자 운영에 관한 조항을 신설할 필요가 있다.

미술관과 박물관을 일원화하고 효과적인 서비스와 박물관 소장품의 연구 분류 관리운영체계를 확립하는 일이 더욱 중요하다. 한국박물관협희를 중심으로 자율규제를 통한 박물관의 역할과 미래지향적인과제의 관리체제를 전면 점검할 필요가 있다.

박물관 전문인력에 대하여 국제적으로 인식되는 학예사, 소장품 관리사, 교육사, 보존·복원처리사, 전시디자이너에 해당하는 직무로 전문화 구분되어야 한다. 지방자치단체로 갈수록 열악한 전문인력 충원과 제대로 된 박물관의 운영이 시급하다. 국공사립대학박물관 모두가 박물관의 전체체계 하에서 전시기획 연구 교육이 이루어져야 할 것이다. 사립박물관과 대학박물관의 승계구도에 대하여 문화법인 혹은 박물관 법인화를 적극 검토한다. 이와 함께 국가 또는 지자체에 기증을 좀 더 유효하게 할 방안을 연구할 필요가 있다.

박물관 운영이 거버넌스 체제로의 전환이 검토되어야 한다. 전문 관장 채용과 학예사외 직원의 채용, 박물관 자원봉사자의 운영에 관하여 체계화된 관리가 필요하다. 박물관 문화도시의 가능성을 발전시켜 나가길 기대한다. 이것은 위대한 국민이 위대한 박물관을 통하여 위대한 역사를 계승하고 창조하여나가는 지름길이다.
